José Manuel Fernandes

José Manuel Fernandes was born on July 26, 1967 in Vila Verde. He is married and has two children.

He has a degree in Systems Engineering and Computer Science from the University of Minho. He was mayor of Vila Verde between 1997 and 2009.

Between 2009-2024 he was a Member of the European Parliament where he was the coordinator of the European People’s Party in the Committee on Budgets (between 2014-2024).

He was a member of the Agriculture Committee and rapporteur for the European Union’s Civil Protection Mechanism.

He was President of the EU-Brazil Parliamentary Delegation, a member of the negotiating team for the Multiannual Financial Framework 2021/2027 and the Recovery and Resilience Facility. He has been on the negotiating team for the EU’s annual budgets since 2009, and was the main rapporteur for the 2015 budget.

He was permanent co-rapporteur for own resources in the EU budget and negotiator for programs such as the Junker Plan, InvestEU, STEP.
